To start this quest, you must first meet a Captain Neptune NPC within the game world. You can find this NPC right around the coast of the Great Reef in the newly added Atlantean Storm. Go to the GPS marker (X: -3,576, Y: 151, Z: 523) and find the Atlantean Storm area. Look around this area, and you’ll find Captain Neptune within seconds. Interact with him, and he will ask you to complete the 100% bestiary on the Atlantean Storm. Yes, his quest is all about catching the newly added eight fish and finishing off the beast.
