The best way to build Training Manuals in Palworld and increase your Friends' EXP is explore dungeons. There are usually many on each island, so you won't have to travel far to explore several in one run.
Chests are usually scattered throughout the caves you can loot, but the best ones are the two you'll find in the exit area after you defeat the dungeon boss. In my experience, they almost always have one or two Training Manuals.
If you are not advanced, you can go to some low level dungeons, like in the Verdant Brook area. However, the lower the level of the cave, the lower the quality of the loot, so you will probably get Training Manuals. S or Mwhich give you less XP for your friends.

If you is a higher level, then you'll also want higher grade manuals like L or even XL (Legendary Training Manual). These can be found in level 35+ dungeons that are scattered throughout the Parched Desert and Mount Obsidian areas Since they are at a high level, you have to really prepare yourself because you will be attacked left and right.
The Buddies in caves are usually Dark or Fire types. That means your team should consist of Dragon and Water types. Friends like Azure and Jormuntide would be perfect. You will encounter other types as well, so the best strategy should be to bring your one or two Water and Dragon types, and let the rest be yours. strongest Comrades. Another danger of the Sanctuaries is the PIDF officerswho will start attacking you if they catch you intrusion. However, they're pretty easy to get around if you're on a flying mount because they can't seem to look up. There are usually only a few of them on each island. Observe where they are and explore the other side of the island. If you are not comfortable exploring when they are awake, you can also wait for the night fall and for the officers to fall asleep.
There is also a relatively passive way to farm Training Manuals: from Attack on your base. If your basic Friends are at a high level, they should be able to handle the threat on their own. All you have to do then is pick up any loot the raiders have dropped. The Manuals are usually only S or M during raids, though.
