The first step to obtaining the Relic Staff is to meet Dr. Finneus at (1170, 132, 2456) GPS Coordinates. After talking to him, he will ask you to collect 10 Prehistoric Fishbones from various places around the map. These are regular collectible creatures, each with their own rarity, which can be swung out of the water like any fish. So, follow the given table and fish the Bones from the prescribed places.
