To answer the question, there is no way to catch the Secret Banana Fish in the game as of now because it is a dev or, to be more precise, Developer/Admin fish in the game. This means that only a few players, from the Staff to the partner Content Creators, have access to the fish. It was confirmed by the team of the developer himself and another popular content creator named CarbonMeisterPlays.
Although it is out of reach for everyday players like you and me, the developers have plans to release the fish to the public in the future. There was even a wiki page for a short period that explained how to get the Banana Fish before the page owners took them down.
