you get the Seraph Staff in Fisch when you reach level 1000. With the Atlantis update, the level cap has been increased from 750 to 1000 allowing you to unlock more items as you play, and similar to how you get the No Life Rod at level 500, hitting level 1000 rewards you with the Seraphic Rod.
