Yes, there is a lot of difference in gameplay when it comes to private and public server. You cannot grind for weapons or accessories; instead, it is only helpful for 1v1 battles and doing custom tournaments in the arena (the only accessible place on the server). Hopefully, the developers will provide similar gaming experience as public server to the players on private as well. Because of this, I recommend buying the pass only if you want to do tournaments.
