The Bay Wayside Sanctuary is is located southeast of the map, right next to camp. To reach the shrine on foot, you must go to the Olta’Battahl Coast, a camp on a sandy beach near the south of the map. I have also marked the exact location in the image above for your convenience.

From there, you can follow a narrow strip of land that goes north through the ocean, leading to a small island with the shrine. Be careful though, as the water is infested with dangerous sea creatures that can attack you along the way. You may also encounter some bandits and harpies on the island, so be prepared for a fight.

The easier way to get to the shrine is by using a port crystal or ferry stone to fast travel there if you have placed there before. This will save you a lot of time and hassle, and allow you to access the shrine vendor whenever you need to.

Once you enter the Bay Wayside Shrine, you’ll find an NPC named The Dragonforged, who mainly sells two crucial items: Portcrystals and Ferrystones.

Please note: You will need to unlock the special ending if you want to reach Bay Wayside Shrine and interact with the Dragonforged.

In addition to this, you will also need to visit the shrine during the Flickering Shadows quest, which basically requires you to collect 5 Wyrmslife Crystals and a Simple Rift Incense from The Dragonforged NPC.
