The general area where you can find it is in the Shadow Keep near the Storehouse Back Section Site of Grace. However, instead of going through the main entrance, the better way to track it down is to wander all the way around the map through the Bonny Village and through the back Church District Entrance.

Once you get to the Storehouse Back Section Site of Grace, go around the corner to the right, into a room with a Fire Knight. Right behind the Fire Knight, is a a corpse under a table who holds the Carian Thrust Shield.

The Carian Thrusting Shield will require some high attributes to use it. You will need a Power of 17 or higher, a Skill of 13and an Intelligence of 15 or higher, and scales with those three attributes. However, the weight of the shield is also on the higher side, so you want to avoid piling too much extra weight next to it.
