All devil fruits in the GPO can spawn approximately every 1 to 4 hours on a server. For example, if a server starts at 5am, a new fruit can spawn at 6am, 7am, 8am or 9am. After spawning, if no one takes the fruit, it will disappear after exactly 1 hour. Also, if someone picks it up, a new timer will start internally and reschedule that particular fruit to spawn again within the same 1 to 4 hour range.

All Devil Fruit Spawn Locations in GPO
There are no fixed spawn locations for the devil fruits in GPO. They are completely random and can spawn on any map island. But the common thing is that they all generate under the a tree. So, after a server reset or you start a private server, check all the trees on each of the islands you travel to have a chance to find devil fruit.
