To start Santa Javelin Evolution in Vampire Survivors you must level the Santa Javelin to Level 8 and get the Shamrock, then leveling it to Level 5. The next step involves defeating a boss enemy and collecting a chest that appears after the monster is finished, which triggers the weapon's transformation into Seraph's Crya developed form that is much more dealier.

How to easily get Seraphic Cry in Vampire Survivors
For optimal development of Santa Javelin in Seraphic Cry in Vampire Survivors, I recommend choosing Saint Ladon as your character, due to her default weapon being the Santa Javelin. The Moongollow stage is the ideal scenario, as it provides immediate access to the Clover. After starting the stage, navigate to the upper left corner to find a Clover among a group of items. Once obtained, prioritize leveling both the Santa Javelin and Clover.
Note that you can still evolve Santa Javelin even if you haven't unlocked Santa Ladonna in the game.
