You need to go to Vernworth's castle and talk to a guard to start a questline that will unlock Dwarven Smithing in Dragon's Dogma 2. Vernworth is the capital of Vermund, located south of Maeve. If you follow the main quest, you can find it easily, but you can also decide to walk around the big lake that divides Maeve and Vernworth.

When you arrive in Vernworth, go in front of the main gate of the castle, and you will see a group of guards. Approach each guard, and one of them will eventually start the conversation about attaching a ceremonial blade.

After you start the quest to repair a ceremonial blade, go to Battahl, Beastren kingdom. Battahl's main city is very difficult to access if you haven't unlocked it in the main questline, but you can sneak around even during the early game. When you enter Battahl's main town, look for the Vocation Guide building.

To the right of the Call Guide, you will see a small path between two walls; follow it, and you'll find the Blacksmith who uses the Dwarven Forge. There is another way to get a Dwarf Blacksmith from the old man who unlocks Magick Archer for you, but he's too far away to search whenever your weapons need an upgrade.
