As you progress through the main plot of No Rest For The Wicked, you will eventually meet a man named Rattigan who is trapped in his cart cell. You can free him but it's not immediately clear how you should. Here's what you need to know to do just that.
Rattigan is a member of the Resurrectionist that was captured sometime during your arrival in Sacramento. He is a man who refuses to answer any questions or cooperate with you in any way unless you first release him from his cell, and he tells you so.
How to open Rattigan's cell in No Rest For The Wicked (Map)
To free Rattigan from his cell, you will need to obtain the Wagon Cell Key by a guard sent to wash off in a fountain. The quest doesn't detail exactly where this fountain is, but luckily, it's a lot closer than you'd think. The guard in question is located in the Northwest part of Sacramento, just to the left of the main fort.

Here, you will find an extraordinary large fountain and a guardian who rests near it. This guard is, for undisclosed reasons, unable to act against you, so please go to him and take the Wagon Cell Key from his body.
Once you have the key, go back to Rattigan's cell and give him the key. Rattigan doesn't break free immediately because that would draw the attention of the other guards stationed near him. Instead, he gives you insight into Risen's whereabouts and tells you to meet him at the entrance to The Black Trench, a labyrinthine sewer beneath Sacramento. Doing this advances the main story, but it's not timed, so feel free to continue it at your leisure.
